You are dealing with kids here. These boys are not adults, and they do not all have the same level of physical development.

You don't let 17 year olds play with 11 year olds on a competitive basis. So when you get an 11 year old who can pitch like a 17 year old, you don't let him do it with other 11 year olds.

The proper solution is to move this kid up to the next league level.
